MPO Policy Board
The MPO is the policy decision-making body for the purpose of carrying out
continuing, cooperative and comprehensive transportation planning and
programming process* in the City of Charlottesville and the urbanized area
of Albemarle County immediately surrounding the City. The Policy board consists of elected officials, agency representatives, and
citizens who have final authority in making decisions for the MPO. The
Policy Board takes into account recommendations from the Technical
Committee, CHART Committee, and public at large.
In carrying out its responsibility the MPO shall:
- Establish policy for the continuing, comprehensive and cooperative
transportation planning process;
- Develop the long range transportation plan for the urban study area
known as the Charlottesville Albemarle Regional Transportation Plan
(hereinafter referred to as the CHART Plan);
- Review the CHART Plan for the study area on an annual basis;
- Update the CHART Plan no less frequently than every five years;
- Recommend action by other appropriate agencies
- Revise the CHART Plan study area, defined by the "cordon boundary",
as required, and in conjunction with the Virginia Department of Transportation (VDOT)
- Develop, in coordination with local governments and VDOT,
socio-economic data for the regional traffic model;
- Develop and approve the annual transportation improvement
programming and planning documents as required by the U.S. Department of
Transportation Regulations, as amended; and
- Perform other reviews and evaluations that may be required to
expedite the process.
*Note: The CHART Plan is combined with rural planning into the United Jefferson Area Mobility Plan (UnJAM 2025), allowing a regional approach that encompasses all of the Thomas Jefferson Planning District to include urban, suburban, and rural areas.
