Transportation Housing Alliance Projects

TJPDC completed a pair of Transportation Housing Alliance (THA) Toolkit projects for Louisa County.

1. The TJPDC studied pedestrian accessibility in the Town of Mineral. A walking tour of the town was developed to showcase the town’s assets, impediments within the walking tour were identified, and the project recommended ways to assure better accessibility for people of all abilities.

2. The TJPDC partnered with the County to develop its Transportation Plan, which referenced recent projects in the towns of Louisa and Mineral. The THA grant provided resources and funds to begin work on this plan, providing an opportunity for the plan to address the transportation needs of all citizens.

The TJPDC also provided data creation and maps for these projects.

Louisa County Rural Broadband Planning Initiative

At the request of Louisa County, the Thomas Jefferson Planning District Commission assisted in the preparation of a rural broadband grant application submitted to the Department of Housing and Community Development. The application was successful and provided funds to support the planning activities necessary to bring expanded broadband coverage to the County. This grant supported Louisa County’s goal of preparing a comprehensive broadband plan for the County. The benefits of rural broadband service include workforce development, distance learning, public education, telecommuting to the workplace, public safety, telemedicine, and e-government.

Town of Louisa Planning Commission
Training Assistance

TJPDC conducted training for the Town of Louisa Planning Commission on how small towns can develop transportation and land use strategies for preserving small town character. The “Design Manual for Small Towns”, a Planning District publication, was used to guide the discussion with Planning Commission.

A second topic, the role of and legal issues for planning commissioners, was presented and covered the elements of the local planning process and the role of the Planning Commission in preparing and implementing these elements.

RideShare Assistance

In FY09, RideShare assisted 63 residents in Louisa County in finding carpools or alternatives to driving alone, and also provided Guaranteed Ride Home coverage to Louisa carpoolers and those riding JAUNT into Charlottesville.

HOME Consortium

In the past fiscal year (July 1, 2008 to June 30, 200) the HOME Consortium drew down $1,027,373 in HOME funds, excluding administrative funds. Fifteen percent of HOME funds are reserved for Community Housing Development Organization (CHDO) projects. Remaining funds are evenly distributed among the six localities.

The Fluvanna/Louisa Housing Foundation (F/LHF) completed projects that included three owner-occupied rehabilitation projects and two downpayment assistance projects. One rehabilitation and one downpayment project also were started during the year.
