Greene County Comprehensive Plan and
Multimodal Corridor Study

Work began in earnest on the Greene County Comprehensive Plan update. The Planning District entered into an agreement with Greene County to assist in the preparation of the Plan. The goal is to create a cohesive and complete plan, capturing the intent of the Planning Commission, the public and Board of Supervisors, and in compliance with current Comprehensive Plan requirements. It is being coordinated with the VDOT-supported Greene County Multimodal Planning Grant, received by the Planning District on behalf of Greene County. This $150,000 grant funded the Multimodal Corridor Study conducted by the Renaissance Planning Group and, in addition to County allocated funds, supported the work on the Comprehensive Plan in making the important link between transportation and land use planning.

Stanardsville Streetscape Project

TJPDC stepped forward early in the fiscal year to serve as the official sponsor for the Stanardsville Streetscape project. VDOT awarded $825,000 for two TEA-21 projects to Stanardsville Area Revitalization (*STAR*) to upgrade Main Street’s sidewalks and lighting and commercial attractiveness, and to provide safety crosswalks between the school complex and the shopping center. As sponsor, TJPDC executed the agreement with VDOT, participated in the selection process for the engineering consultants, and will prepare and submit all requests for payment to VDOT. The initial application for TEA-21 funds for the crosswalk was based on a community plan for Stanardsville that was developed with assistance from TJPDC. TJPDC played a fundamental role in launching these projects and is an essential partner in bringing them to fruition.

Data and Mapping Services

TJPDC completed a census update for the 2010 Census Participant Statistical Areas Program (PSAP) for Greene County.

RideShare Assistance

RideShare assisted 30 Greene County residents with carpool matching services in FY09 and provides Guaranteed Ride Home coverage to those that carpool or commute via Greene County Transit. RideShare is a founding member of Greene County ACT (Agencies Coming Together), a group formed to unify community services to better serve the citizens of Greene County.

HOME Consortium

In the past fiscal year (July 1, 2008 to June 30, 200) the HOME Consortium drew down $1,027,373 in HOME funds, excluding administrative funds. Fifteen percent of HOME funds are reserved for Community Housing Development Organization (CHDO) projects. Remaining funds are evenly distributed among the six localities.

In Greene County, Skyline Community Action Partnership (Skyline CAP) completed two rental rehabilitation projects during the year. Skyline CAP also began work on the acquisition and rehabilitation of a rental project with six units which will continue through the next year with CHDO and HOME funds.

Legislative Efforts

TJPDC worked with state legislators representing Greene County to secure approval of legislation to:
1) authorize the county to impose an additional transient occupancy tax to be used for tourism or marketing of tourism, and
2) provide for a change in procedures concerning judicial assignment of services for children under the Comprehensive Services Act.
