Economic Restructuring Plan

The Economic Restructuring Study was prepared by the Thomas Jefferson Planning District Commission (TJPDC) as part of the Community Development Block Grant Planning Grant for the Town of Mineral. The goal of this study is to assess the current condition of Mineral’s economy and present ideas for how Mineral would improve its central business district and overall economic welfare. This study includes a Market Analysis of Mineral’s current economy; a Marketing Plan for Mineral Businesses; and a Physical Improvements Plan, which includes a strategy for achieving the Mineral “Town To Be.”

Physical Improvements Plan

This report is the implementation piece to the Town of Mineral’s application for Community Development Block Grant (CDBG) funds. It is a companion to several other plans and studies that are required as part of this grant. While those previous reports identified existing needs, data and public input, this document establishes the community’s vision, referred to here as the “Town to Be.” It also identifies the programs and projects that are required to bring this vision into reality. The elements of this plan are based on findings from the companion documents. The following is also a product of public input from public forums, community surveys and discussions with local stakeholders.

2010 Town of Mineral Needs Assessment

The Thomas Jefferson Planning District Commission completed the Downtown Needs Assessment in April 2010. This is one of the initial reports required under the Community Development Block Grant process. The report identifies needs within the project area and establishes the foundation for revitalization strategies, which will be developed in subsequent reports. The Downtown Needs Assessment serves to establish the CDBG study area; assemble a comprehensive inventory of infrastructure, needs and existing conditions; and review next steps for the CDBG application process.

Mineral Downtown Assessment of Accessibility

This March 2009 report, prepared by the Thomas Jefferson Planning District Commission, developed a two-tiered walking tour of the Town and included a detailed analysis of the sidewalk network and curb cuts in order to measure the accessibility of the Town for people with disabilities. This report was a project through the Transportation and Housing Alliance, funded by the Virginia Board for People with Disabilities.

The September 2006 submission to the Virginia Department of Housing and Community Development reports on the initial activities under the Town’s planning grant. The document details core information on the Town, including a Physical Inventory of properties in the study area.

2005 Mineral Avenue Corridor Revitalization Plan
