Homeless Census and Survey

The TJPDC and the Thomas Jefferson Areas Coalition for the Homeless (TJACH) conduct the annual Homeless Census. TJACH is a regionally coordinated effort formed to provide a full spectrum of needed services to people who are homeless for the purpose of helping them to become self-sufficient. Over a 3-day period volunteers visit soup kitchens, service providers, and outdoor locations to conduct surveys with people who are homeless and near-homeless in our community. The Homeless Census is a part of our Homeless MIS initiative and the study of homelessness nation-wide, and is coordinated with statewide efforts.

On January 3, 2008, 292 people were located in the Thomas Jefferson Planning District who met the definition of homeless. Reliable statistical estimates suggest that the total number of those homeless in the region is at least 1168.

  • 24% of homeless adults were currently employed
  • 46% had been homeless for less than six months
  • 11% had been homeless for less than 1 month
  • Schools reported 354 students in shelters, doubled up, or in other unstable living arrangements, a 15% increase
