Promoting Fair Housing

TJPDC has conducted an additional assessment of the state of fair housing and equity in Albemarle County and the City of Charlottesville, to supplement the Analysis of Impediments of Fair Housing Choice adopted in 2011. The report was completed as a component of the Sustainable Communities Regional Planning Grant. The FHEA can be downloaded here. The assessment includes:

  1. Measurements of neighborhood segregation by race and ethnicity in the two localities
  2. Measurements of the distribution of affordable housing throughout the two localities
  3. Identification of "Areas of Opportunity" in the region, and the access to these areas enjoyed by different demographic groups.
  4. Equity analysis of Capital Improvement Programs of the two localities.
  5. Documentation of how recommendations from the Analysis of Impediments to Fair Housing Choice have been incorporated into draft updates of the two Comprehensive Plans.

A presentation of some of the findings from the assessment was given at the Charlottesville Fair Housing Forum on April 23, 2013. This presentation can be downloaded here.

Update to the Analysis of Impediments to Fair Housing Choice Adopted

The 2011 update to the Analysis of Impediments to Fair Housing Choice has been adopted by the Thomas Jefferson Planning District Commission and the Charlottesville City Council. This analysis is an important component of our region’s commitment to affirmatively further fair housing, and it provides focused direction for fair housing activities conducted throughout the region over the next five years. The U.S. Department of Housing and Urban Development (HUD) requires an Analysis of Impediments to Fair Housing Choice for all recipients of HOME and Community Development Block Grant funds.

The Analysis of Impediments to Fair Housing Choice is a companion document to the Consolidated Plan and seeks to identify the current fair housing profile of the City of Charlottesville and the Thomas Jefferson Planning District. It identifies the impediments to fair housing choice that exist in our communities, the current public and private fair housing programs and activities in the area, and then draws conclusions and makes recommendations.
