Stanardsville Community Planning

NEWS - VDOT awarded the community a TEA grant for phase 1 improvements. This includes a constructed crossing improvement over Main Street from the school complex to the shopping center, and painted crosswalks in other areas of town. New sidewalk will be constructed along Madison Road (230) in phase 1. The grant application for phase 2 has been submitted to VDOT. Phase 2 includes more sidewalks on 230 and Main Street and streetlights, benches, and bicycle racks. With the right amount of support a third phase will be applied which may include burial of overhead utilities.

Executive Summary

A walkway in Stanardsville cleared of snow.

Stanardsville is a small town nestled in the foothills of the Blue Ridge Mountains in Central Virginia. It was founded in 1794 as the Greene County seat, and therefore has many historic and civic buildings and functions. It has a scattering of commercial activities as well, and is also adjacent to the Greene County school complex and government offices. The 476 residents of the town enjoy their life a bit removed from the faster lives of nearby Charlottesville and Richmond.

Public Input and Planning

Town Council meeting - January 12, 2004

TJPDC staff met with Town Council to discuss the idea of making a plan and pursuing grants.

Existing Plan Review

TJPDC staff reviewed the Town and County comprehensive plans for content relevant to the types of improvements discussed as part of this project, including a desire for walkability, infill for new business, use and preservation of old buildings, trails, etc. See Appendix for full details.

Public Workshop

On January 31st, a public workshop, attended by 20 or so local residents, elected officials, and staff we held. Participants discussed overall goals for the town, took a walking tour, and then marked ideas for improvements on maps of the town.

Town Council meeting - February 9

The Town passed a resolution including $1500 is cash match and the desire to identify in-kind match for the phase 1 TEA grant application. They would like to work with the county to determine which projects should be funded in the initial phase.

County Board of Supervisors meeting - February 24

The County Board of supervisors passed a resolution in support of the project and offering $1,500 in cash match for the phase 1 TEA grant application. The project list was reviewed with Town Council members in a work session before the meeting, and it was agreed to pursue the school crosswalk, 230 sidewalks, and crosswalks along Main Street.
