Nelson County Comprehensive Plan

The Nelson County Board of Supervisors adopted the Nelson County Comprehensive Plan October 8, 2002. TJPDC staff assisted the County government and public in developing this plan over the course of more than a year of public meetings and workshops.

This plan is the first to apply the principles of the Eastern Planning Initiative, developed at the TJPDC. This model has a range of community types, such as urban, village, neighborhood, and rural residential, that is used to outline what future growth looks like and where it occurs. Each development pattern has a general set of principles and guidelines for street network type, building requirements, open space, parking, etc. that relates directly to zoning and subdivision codes (the rules of development). For example, Schuyler is planned for more rural village growth (which resembles its current style). It will continue to have a mix of uses that are mostly residential, streets that connect to each other in a close knit pattern, buildings no taller than a few stories, and open space intermixed.

This comprehensive plan also establishes Nelson County's on-road bicycle facilities plan, and includes some recommendations for greenway trails and sidewalks. The county is currently updating their zoning code, and changes should support the new comprehensive plan goals.
